Clepsydra is a Water Fountain, a clock and a piece of art commissioned or the Art in Public Places program. It is located in the E Street Plaza in front of Baskin-Robbins As the plaque states, "Clepsydras" are clocks powered by water and were among the first mechanical devices invented to tell time. It is a great place to get wet, as when you touch the side it instantly spits water at you if you're arm is not aimed downward as you touch it. Kids will get wet. And smile.
When it was installed it had cast glass panels encircling the tower. However, they soon cracked and were removed. When you see it now it helps to picture it as it could have been with the water flowing over a column of wavy glass causing a continual sparkle and dance of light.
