The reason for this is that students' fees go to support these clubs. The university, I believe, wants to avoid having non-students be able to decide how university funds are spent and to have access to university resources that they do not pay for. That being said, the only prividges that student members have that non-students members don't have is the ability to hold office and vote for officers (these are SPAC's rules which we must comply with, not our rules), otherwise, all members can do the same things.
