According to flyers posted on campus, Graduate Tutorial Services, LCC, is an "Academic tutorial agency contracting with university and graduate students to provide tutoring to our clients." They also offer classes in over 20 languages, advertising in the newsletter of the Elks Lodge of Sacramento.
A brief discussion of them was on the NPB Listserv. They were at the 2008 UC Davis Spring Internship and Career Fair.
Tutors seem to enjoy the flexible hours and the relatively high pay. Parents have also commented on the good quality of the tutors. However, the employer has been described as inflexible during the hiring process, so if she asks you to meet her somewhere don't try and bargain on the location.
