Cal.NET (reviews) is a DSL provider with special connections at some apartment complexes.
Instaconnect (reviews?) provides broadband via Wifi. Operated by Aria Communications.
Omsoft (reviews) and Davis Community Network provide DSL
ResNet is available to UC Davis-operated housing and several apartment complexes located on University property.
Winters Broadband (reviews?) is a locally-owned-and-operated Wifi provider with service in Winters and right up to the edge of Davis

Pac Bell, no I mean SBC, no I mean AT&T (reviews) provides bargain-basement DSL internet service in cooperation with Yahoo and the NSA. However, they are locally the physical provider of dsl (the wires), so for many problems they may have a better ability to troubleshoot. On the other hand they don't provide services such as a shell server.
