This page discusses only quite current appearances of the phrase. As a student in a Sacramento private school in the 80s, I can recall one of the teachers referring to the town by such. This would have been around 1985 at Brookfield School, near Land Park. I don't know where the Sacramento resident had gotten the idea for the phrase, but it predates the Rush Limbaugh reference. —Darcie

Limbaugh was a local radio host in 1984. I'm guessing that he picked it up (rather than coining it) during that time.
