Very true points, Officer Debarry used to zoom up and down the sophomore walk before they had all the traffic calming / one way directional stuff installed. He would roll up to kids and chime out "ticket time" when he saw kids smoking cigs. It was funny when he tried to pull it on a friend of mine who was 21, who was like WTF just get out of my face you have nothing.
I digress thou, As a DHS alum, I understand where the residents of scripps, and DPD are coming from... It's less work for them to keep everyone on edge constantly, instead of trying to deal with the mob of teenagers.
